Yes, it's the width and the height. The X and Y are the North West coord.

It was my understanding that the regionlimit should be the maximum number of creatures in that region, however in practice I've seen this violated by the spawner, I don't yet understand why. Those parameters in the templates file though are definately the primary params for the spawner.
