Logging in every single time to vote

Hello JoinUO Team,
When I try to vote on JoinUO, I always fail the proxy test. This requires me to log in to vote on JoinUO every single time. I connect via a wireless connection. To my knowledge, I am not using a proxy. I believe that someone could potentially vote multiple times using proxies. However, is this enough of the problem to inconvenience the casual voter? I mean, a casual user is likely not going to log in or register if they see that they failed the proxy test. I have ignored the JoinUO voting for months for this reason, until recently. However, I also understand that any fake votes could make the entire voting system rather useless at the same time.
Thank you, and to reiterate my question:
Is voting via proxy a serious enough problem to require the passing of a proxy test?
