It is an item related property not a real magery spell.
I think it is like a "night sight" permament spell (like infravision to understand...). ^_^ |

Did you check that website?, that website says it's a first level spell. But does not mention Reactive Armor.
In effects.cls it's defined as a scroll effect together with all the known spells. But Reactive Armor is missing.

Funny it's the only spell on that list you provitded that does not have a description. To say that I've heard of it would not be helpful, as I have no idea where I've read it before. I did some googling and came up empty but for the link you provided

Just a note, gump 0x1B65 (7013) seems to be for that spell.

If I remember correctly, Bird's Eye provided a rudimentary overview of the area. It was replaced by the radar map.
